|Virtual Networks A "Virtual Network" is a group of Think Tanks identified by certain semantic and normative (ideological) commonalities (e.g. climate change scepticism). Such a virtual network constitutes a research field that differs from the study of formal networks. Formal networks are real in the sense of officially acknowledged and immediately open to empirical validation. Virtual networks on the other hand display shared ideas. Social network analysis tools can be applied to find out if or to what extent virtual networks are real networks that display linkages (membership in networks, personnel, resources etc.). Unconnected think tanks in turn can be considered special cases in need of explanation independent from network structures (unless we have to assume invisible, hidden or covered ties).||Austerity politics, Behavioural economics in public governance|

The goal is to adapt the microeconomic incentive structures for the twin challenges of accelerated globalization and global warming. FORES was founded in 2007 when the Swedish Centre Party, the Bertil Ohlin Institute and Studieförbundet Vuxenskolan took the initiative by contacting Martin Ådahl, founder and previous editor-in-chief of the Swedish news magazine Fokus and former senior economist at the Swedish Central Bank. FORES' main activities is to initiate research projects that will result in concrete reform proposals in relevant policy areas such as:
Market solutions to environmental issues Harnessing the positive potential of immigration The role of civil society in entrepreneurship The flexibility of labour markets The protection of the integrity of the individual Modernising public services
In so doing FORES is relying heavily on a vast network of academics. The business model is that of modern network organisation with a small core of research managers and communication officers supporting and coordinating a vast network of researchers and experts. Papers and books from the Institute are subjected to peer review processes. FORES is calling upon researchers at universities and research institutions in Sweden (and some abroad), not least the regional universities, notably those prominent in empirical social sciences. The institute is also making full use of new media, with the homepage being it's most important communication tool, supplementing written reports and books with audiovisual material and interactive forums. To ensure the independence of the institute it has been constituted as a foundation with a board of directors composed of academics, experienced former politicians, business people and opinion leaders.«

We used the DGs of the EU to generate a basic list of topics. This list is going to be steadily extended. However we try to preserve a persistent list of topics.
What we call here a semantic field is the idea to categorize think tanks in a two level system. The first levels are so called 'Virtual Networks' and the second are the semantic fields. Accordingly every semantic field entered here has to be attached to a virtual network. If you would like to follow a special phenomenon among think tanks please contact us and we are going to add a new virtual network. Semantic fields are topics that promote a virtual network. Lets take climate change as an example: 'climate change skeptics' is the virtual network and 'adaption instead of mitigation' would be one possible semantic field.
