He was from 1980 to 1989 economic adviser of the Solidarnosc, in the years 1991 and 1992/93 minister for privatization in the Polish Government from 1997 to 2004 member of the Polish Parliament (Sejm) for the Freedom Union (Unia Wolności, UW), from 2004 to 2001 MEP, and since 2010 Budget and Financial Programming Commissioner of the European Commission.
